That's a point that merits discussion all on it's own. We had many supplier
complaints that our SGML DTD were too complex, there were too many tags.

In reality there weren't enough. By increasing the number of tags, and making
the overall system more complex, the tags presented to an author at a given
point were more specific and therefore content creation became simpler.

But, it took a lot of resistance and argument to convince management and the
developers to correctly interpret the authors comments and complaints.
