This might not be what you're looking for, but InDesign exports directly to PDF with support for hyperlinks and bookmarks. Between InDesign and Adobe Acrobat, you can create a robust help file in PDF form. Using Acrobat 5 or Acrobat 6 Pro, you can also add buttons, etc. to the pages if you want.
