Put the TOC document and the RD'd documents in the same
folder, and don't worry about using the full path. Let's
call it the "Manual" folder. This is a convenience only, and
saves you having to update the paths when you move the
folder.

HowEVER, Word will construct the full path using it's notion
of the current working directory. So if you open the TOC and
update the fields you're fine -- the working directory is
the Manual folder. But if you open a second document in
another folder, switch back to the TOC document (which is
still open) Word won't be able to find your RD'd docs,
because you changed the working directory when you opened
the second document.

So in exchange for not having to maintain the full paths,
you have to remember to update the TOC using the correct
working directory.

Continuing with the example I posed above, to switch back to
the correct working directory, you do a "dummy" open. That
is, you perform all the steps required to open a document in
the Manual folder, but where you'd normally click Open, you
click Cancel instead. This changes the working directory
back to the Manual folder, and your TOC would update
correctly.
