I may be getting too hung up on the wording of the original post. Documenting
the process as it is "so it can be audited" in an ISO setting is how you'd go
about
ensuring that it's consistently followed, i.e., setting it in stone. If the
driving
motivation is to fix problems with it, then you'd be documenting the process "so
it can be improved," and documenting it as it is would definitely be the way to
go. In either event, however, you're right, the writer is not the auditor, so
whether
the goal is to prepare a document that spells out for people how they're
supposed
to be doing things or details for a process improvement team how things are
currently being done (badly), the writer certainly should not be interjecting
his
opinions about how well the process works or how well any existing process
instructions are being followed.
