I think it's questionable whether decisions not to buy
SW upgrades hinged on activation or other licensing schemes.
In most cases, the underlying question that determines
when it's time to upgrade or buy SW is what the negative
consequences would be of *not* upgrading, such as having
data files that are incompatible with everyone else's, or
the old app not working with new systems and platforms, vs
the expense, configuration time and learning curve involved
in upgrading. The fact that a new licensing scheme is
going to make upgrading just a tad bit more annoying than
it already was will probably not be very important, so long
as that scheme doesn't prove to be so troublesome that it
prevents the SW from working productively after it's been
installed (like, for example, printerport dongles).
