Every state and the federal district courts will each have different rules.
The FDA has administrative, legislative, and judicial responsibilities. That
they say that digital signatures work in their "court" has no bearing on
other courts. If you use one and get in a dispute, in how many different
jurisdictions could the case get filed. Picking the jurisdiction will
determine the rules than apply. In dealing with a corporation with
operations in every state, it would be safe to say that you can't use them.

Ask a different lawyer.
