Does anyone out there know where to look for tech writing volunteer opportunities, either through organizations or through websites, both onsite and offsite?

Your best bet is to personally introduce yourself to the folks at a local organization that does work you think is important. Find the frazzled volunteer coordinator and offer to develop a procedures manual for them. Introduce yourself to the managers. Find out whether they need training materials or board handbooks or orientation/educational materials for clients and their families.
