Seems like a reasonable speculation, and, if it is correct, it points out
the consequences of our singular failure to automate the routine parts of
Tech Writing. Those cook book steps should be generated by automated
processes from models maintained in SGML or other formats. We should have
been doing this routinely for at least the last ten years. But tech writers
have remained stuck in the cottage industry stage of development while
everything around has has been automated. No wonder the work is going to
cheaper cottages.
