I agree with Bonnie's line of thinking. It seems that there ought to be at least some sort of preliminary application process that entails a background check and can be used to rate a person on his/her likelihood of being cleared, even if the actual clearance is not issued. I imagine it perhaps a bit like a credit rating, I guess, based on items I presume they would be interested in, such as military service, citizenship status, time spent living abroad, and other personal data. (I don't actually KNOW what they ask because I've never applied for clearance; I am only guessing.)

Even if it were only used for positions requiring lower-level clearances, this system would allow many talented, willing, and qualified people to apply for jobs and qualify for interviews. Perhaps, based on the success of the interviews, the actual clearance process could take place only for the finalist(s). In any case, it would likely separate the wheat from the chaff and identify the "unclearable" applicants rather quickly.

Oh well -- I'm sure it'll never happen because it's too logical.
