Hi,
here where I work and most places Ive been, we identify a manual part number
(SE-xxx) and cross-reference it with a Manufacture part number (94-xxx)
which is on the product in the production department. All these numbers are
kept on an Excel sheet where all documentation is numbered with two such
numbers (hardware manager keeps a copy of it). Then add a column with a
document issue and revision number as well as a description title of the
document.
That way, if a client needs to look up a manual and has only one number
(94-xxx), he looks up the list and finds the manual number and who is
responsible for it. He then knows to look for that person, hence that
manual.

Hope it helps.
