In addition to what Goober and Mike said:

1. For bitmap images, only scale down from 100%. If you make the image
larger than its original, you're spreading out your dots and will get a
pixilated look.

2. For vector images, you can scale up or down without affecting image
quality.

3. Learn the difference between vector and bitmap and when its
appropriate to use one over the other.
