I guess my first question is why are you putting whole topics into a popup, unless I'm misunderstanding you? (My thinkin on this has always been that popups should be limited to very small amounts of info). It might just be better to link to it as normal and that would solve your problem. Unfortunately, I haven't run into this problem, so I don't have a work around for you.

I'm assuming this is html help, right? So, you should be able to just write a little javascript that automatically adds the scroll bar, either as part of the link, or in the javascript file that contains the BSSCPopup (I'm just guessing on this as I have not used popups in HTML Help.
