Why not setup a standard test for candidates?

For example, give them a poorly worded or designed document and have them
rewrite it. You can use the same document for everyone and have them all use
the same tool.

If the job requires formatting for the web, but not writing per se, you can
give them the tex and have them prepare a page or a set of pages to post.
Again, use the same text and tools for each candidate.
