I don't doubt that's true.  I've been fortunate that each of my civilian
employers has recognized that there are other intellectual, financial, and
stamina-based challenges in life, that also require smarts, wherewithal and
resourcefulness to conquer.  Some even more challenging than filling out
grant/loan paperwork and taking tests! ;)
