Is it time to revisit an idea last posed (as far as I can tell) in 1996? The Copyediting-l list uses tags to indicate the topic of the conversation, and Chat: if the topic is a bit off topic. If things get really off-topic, it's moved to cel-o, an off topic mailing list. You can also set your list subscription to ignore Chat: tags, which can cut down the email traffic for those not interested in the off topic comments.
