Hm. Let's see:

In 1980, City A had 95% of its population involved in agricultural production,
while 5% were involved in industrial production.

In 1990, City A had half of its population involved in agricultural production
and half involved with industrial production.

In the decade 1980-1990 there was a 45% decrease in the number of people
involved in agriculture, and a 45% increase in the number of people involved
in industrial production.

I don't understand the +95 either. Seems it should be +90---but wait a minute.
Now I see that the shifts in population were "almost" proportionate to the
increase or decrease in agricultural employment. Perhaps he meant "to the
increase AND decrease in agricultural employment." If so, +95 is close to the
actual change, so his figures for City A, at least, seem okay.
