You've worked with tech writers and you've seen posts from some writers on
this list.

Do they?

Yes, you should have those skills. However, certification is a way of
proving you've at least been exposed to it. Whether you know how to do it
right...that's subjective as perceived by the person making the judgment, as
is everything else. Think of certification as an ISO certification for a
person.
