The goal of a certification program is not to teach or train a person in
the conventions/duties/tools, etc. of the field. Generally, it's to verify
that the person has the skills, education, experience, and professionalism
necessary to perform the job well to the point of wizardry, and to
favorably reflect on the industries (in our case, writing and specialty
area(s)) that he/she serves as a whole. The fact that certification
programs have been used in the past as training boot camps for total
newbies to the field in question doesn't necessarily mean that that's
their primary purpose.

As far as a standard "writing" certification....if
regular high school and college education can't teach
writing, I doubt a certificate program can.
