There's a bunch. I use Techsmith SnagITIt's hard to beat the GIMP, an open source project which not only has a screen capture program, but editing capabilities that rival PhotoShops - for free.

download--I recommend you try before you buy.
It's primarily Linux-based, but there is a Windows version if you nose around www.gimp.org.
