It sounds like you don't have section breaks in your document. If you're
only using hard page breaks between chapters, then Word sees your whole
document as one large section.

Add a section break (in 2000, Insert > Break > Section) at the end of a
chapter. I bet you'll see the notes prior to that section appear.

BUT, if you have a section break already there, then sounds like you have a
deeper problem.
