Trust me when I tell you this is but one constraint. 35ish pages of text in
26 pages is another. We have (great!) pictures instead of text to save room.
They are adding the text back in. It gets worse. The constraints are not
negotiable.
It is a flat rate project because no one has done bill hours since about Jan
2002. Everyone wants to control costs and flat rate is the way to do it.

Oh, I wouldn't say that. You should take them some text printed at the two
sizes (11.25 points and 13.5 points) and ask them if that's what they want.
Make sure the sample has uppercase M's and W's to show the widest likely
character and plenty of lowercase letters with descenders.
If they say "yes" you're golden.
If they say "no" you can find out precisely what the cited measurements
represent and adjust accordingly.
Shouldn't be too hard, and it's all billable time. :)
