Oh, I wouldn't say that.  You should take them some text printed at the two sizes (11.25 points and 13.5 points) and ask them if that's what they want.

Make sure the sample has uppercase M's and W's to show the widest likely character and plenty of lowercase letters with descenders.

If they say "yes" you're golden.

If they say "no" you can find out precisely what the cited measurements represent and adjust accordingly.

Shouldn't be too hard, and it's all billable time.  :)
