varying degrees of complexity and independence and with certain levels of
direction.

I agree that designations are not based on hierarchy. You can have several
senior technical writers in a department just as you can have several senior
programmers, senior scientists, senior application designers, and so on.

In other domains designations are a combination of the number of years you
have been in the field, the education you have received, the skills and
knowledge that you have acquired, and possibly the level of leadership
and/or decision making powers you possess. I have not seen a guide outlining
the requirements for junior, intermediate, and senior technical writers.
Does one exist?
