Blogs are hard to pin down because it is a rapidly evolving area. What started out as personal journals, and sometimes still gets categorized as "fluff", is now rapidly moving into "k-blogs" (knowledge blogging) with a more serious intent and focus. See http://www.kmconnection.com/DOC100145.htm
