One reason I've heard to be careful when using recruiters is to consider it
from the company's point of view. If they hire you via a recruiter, they
owe the recruiter a fair percentage of your first year's pay. So the company
has incentive to not use recruiters when they're getting plenty of resumes
from the applicants themselves.

Furthermore, if you pick a recruiter who shotguns your resume to every
company within commuting distance, well, that pretty much kills off the
company's ability to hire you without paying the recruiter's fee.

The case when you'd want to use a recruiter in the current economy would
seem to me to be when the recruiter 1) makes some effort to understand
your particular skills and job needs and 2) has good contacts with a set
of companies such that the companies trust them to deliver good and relevant
candidates to them, making them worth the fee.
