This used to drive me crazy until I found the easy answer: create an Outline
numbered list.

Make the Level 1 unnumbered and link it to a style, say, e.g. "Topic
Heading".
Make level your (say) Numbered Step style and set it to restart its numbers
after level 1.

Start all your procedures with Topic Heading. This resets the numbered step
style.

You still have to obey the seven laws of word numbering mentioned in another
post, or, like me, hardcode the lists styles.
