I've definitely run into this. Much of my TW experience has been in
documenting complex back-office applications, some modules of which are
operated by minimum-wage CSRs - people who quite possibly do not own
computers, and whose native languages might not be the same as that used
in product's GUI. It was SO easy for the developers to lose touch with the
skill level of the users, particularly when other parts of the product
were to be used by experienced IT pros who handled the system admin end of
the product.

That's one of OUR chief challenges as tech writers: to figure out what
level to aim our documentation at, trying neither to assume too much nor
too little.
