All of that stuff should be billable for a 1099 contractor. EVERYTHING you do to fulfill the client's administrative requirements, that isn't part of your own business activities and record-keeping, is billable.

For me, that means that
* writing my project journal is part of my cost of doing business, but editing it to turn in as a formal status report is on the client's nickel.
* time spent in the first consultation meeting, where the client tells me what they want and when they want it, is part of my cost of doing business. After that all other meetings, whether face-to-face or by phone/email, get charged to the client.

...unless, of course, you let them put a clause in the contract that excluded meetings and other admin activities? (Naughty, naughty. You'll know better next time, won't you? <g>)
