When I have problem getting the participation of a SME, I tell them that:
"I have no problem what-so-ever, with writing it the way I think it should
be....even if I have to make it up out of thin air as I go along. I'm a
contractor...once I deliver the project, I'm done...YOU have to live with
the errors."

How supportive is your manager? My suggestion would be to go to said manager
and say, "I don't know if I'm writing documentation or Bad American Fiction.
I suspect the latter, and I would prefer to write documentation, but I can't
get anyone to explain the machine to me. I've done this, and this, and this
in an effort to get the information, learn how it works, etc. Do you have
any suggestions on how I can get the feedback I need to produce quality
documentation?"
