The answer to this question pretty much depends upon the industries you
are targeting and geography. There has been a steady amount of work in
MD/DC/VA but that is no surprise. You probably saw Emily's posted link
about programmers leaving San Francisco -- that is also not good news for
tech writers there.
I think hiring will be more cautious in the next expansion than in the
last ones, where investment capital freely flowed and positions were
funded fairly quickly. I'm guessing that generally speaking, hiring will
resume only after a couple of quarters of expansionary trends. Also take
into account that tech writing positions are seldom the first positions to
be funded when a company decides to add head count.
