I don't know an answer to your first question. I could speculate for several paragraphs, but I'll refrain.

As to the second question...
Most of the considerations for developing online docs are the same as for printed docs, with some specific considerations related to the hardware and software the audience might be using. Some idea are on this Web page http://www.jeanweber.com/howto/planhelp.htm but it's a bit out of date now and doesn't cover all the issues.

You could also have a look at the first chapter in my book _Editing Online Help_, which covers planning an online help project and is considerably more detailed and thorough. Most of the planning issues would be the same for other online docs.

If you have a more specific question, we might be able to give more detailed answers.
