When a company has a contractor who is not a US citizen (H1B visa status, for example) and wants to offer that person a permanent position, they have to post a job opening and prove that there are no other qualified candidates. So they write tortuously detailed requirements into the job description.

Good point.

Unions do this too, even the musicians' union. I've seen this happen
frequently, particularly when I worked as a musician at Disney World:
audition notices would be posted for a gig that every insider already knew
had been filled. And poor schlubs would fly in from across the country to
audition for jobs they had no chance of winning. A lovely practice.
