They are also sometimes written to satisfy a legal requirement. When a company has a contractor who is not a US citizen (H1B visa status, for example) and wants to offer that person a permanent position, they have to post a job opening and prove that there are no other qualified candidates. So they write tortuously detailed requirements into the job description.
You can usually assume that such postings are published for legal reasons and not because anyone is foolish enough to think someone is going to walk in off the street with all the listed qualifications.
