Anything that you do to your resume file--even just opening up the file and saving it again without changes--gives it a new 'Modified' date. And, yes, this does make it more visible (see below).


Can somebody tell how these are presented to potential employers such
that such a technique might work.

Employers can subscribe to an update service (similar to the job seekers' Agents) that gives them a hyperlinked list of 'new' resumes that meet their search criteria. New = anything with a Created or Modified date within the limits they set (1 day, 3 days, 7 days, 30 days).
