::: Question: my department is in the middle of converting
::: documents (user guides,
::: installation guides, quick reference cards, etc) to HTML so
::: they can be
::: displayed online. The source documents are in Word most of
::: the time, but some are pdf files.

How do you have source files in PDF format? Did someone write a
document, distill it to PDF, and then delete the source? Why not put the
PDFs directly online... That's kinda what they're intended for.

::: I know that
::: you can link to a doc or pdf file and have the user
::: download it, but we would
::: like it to be viewable not downloadable.

You can view PDFs in a browser if you have Reader installed.

::: Also, does anyone know if RoboHTML can convert pdfs?

It doesn't. From Acrobat you can save as RTF and TXT (Acrobat version
5).

::: Or perhaps someone can suggest a different approach?

Convert Word to HTML. Post PDFs as-is. Create PDFs of Word as well. Find
the source files for your "source PDFs". Convert those to HTML. Provide
both HTML and PDF for your audience to use, as some might want to view
online and some might want to download for print.
