Sorry IMNotSoHO you're both wrong. At least that's what I'm betting on.

I have been working for several years with reusable content and modular
text. It is not only possible but fairly simple to write for reuse and
translation. I hope that this is where the industry as a whole will be
heading, since I am writing a book on "How To ..." now. In one of my earlier
posts I mentioned that my group of writers met or beat deadlines for more
than six years. Well, that's how we did it. We kept in minf that our content
WOULD be used for non-English readers.

I suspect that you have your tongue firmly planted in your cheek.
A number of years ago the US Navy made some attempts to use a Classics
Comics format for training manuals. It was highly successful for manual
tasks ... but they quickly found out that anything requiring analysis or
decision became very hard to portray in graphic form.
And of course you have neatly glossed over the text content of the tables
and diagrams.
