Based on recent discussions in this forum, a White Paper is apparently
little more than a label for any document that wants an aura of
"officialness." Are they documents that describe a company's policies, or
products, or services, or (yuck) "corporate vision?" So you're right - it's
become a rather malleable label, but typically all such documents share one
thing in common. Their authors really want to be read and taken seriously.

Even TV documentaries are called White Papers ("NBC News presents a White
Paper: Poverty in America.") Why do they add the WP label? It sounds far
more official and serious. But I just can't seem to get the Print function
on my TV to actually produce the paper.

Geoff is right. I'd only worry about the actual definition of a White Paper
when someone asks me to write one. I'd respond, "Fine. Describe the
contents for me."
