I find it easiest to find a law firm near the proposal drop off site and fax the proposal there and have them deliver it. Cheaper than helicopter delivery, albeit less dramatic.

I use lawyers because I can easily get them to sign an NDA very easily, if the client is paranoid. Met lots of good legal contact this way that have ended up in sending me clients.

As a proposal writer, that is all I do, I encounter impossible delivery deadlines all the time. The contracts are large, as in 75 million or more. 95% of proposals are deadline oriented. It is part of the game. No matter how much work goes into a proposal, something always goes awry at the nth hour.

I did proposal responses for a major telecom company. I was in NJ. I
kept a mapped printer in each sales office around the country so I
could print updated pages to the sales office nearest the proposal
delivery point which would then get rushed to the account.

In another instance, for a proposal close to 75 million, we had a
helicopter land on the company's lawn at 2am, pick up the account rep
with response, and deliver him to Newark airport for a 3am flight to
Kansas City.

Ya do what it takes.
