The standards for the Internet are all online at http://www.rfc-editor.org
For historical reasons, they're called RFCs (Request For Comments). There
are several classes of RFC. At least Experimental, Informational, BCP (Best
Current Practice) and Historical in addition to those on the standards
track. On the standards track, there's Draft Standard, Proposed Standard
and Standard (STD).

Web standards come from w3c.org. I think they are online too.

Other bodies produce various standards. ITU, ANSI, IEEE, ISO, ..., but
AFAIK they don't put them online.
