Maybe it's industry-specific, but "order of magnitude" has always meant
"factor of ten" around here. Something that improves by merely 2-3 times
isn't an order of magnitude at all, but just "2-3 times faster."

Or, you could say "2-3 fold".
Of course, if internationalization is important, I'd just say "2 or 3 times faster". ;)
