Not to put too fine a point on it, Word's automatic numbering system is one
godawful mess. I'm involved in efforts to persuade Microsoft to clean it up
next version, but I don't know whether or to what extent I might succeed.
You are not alone in having troubles with it. This article on the Word MVP
web site explains (in a lot of detail) what is going on, and why you have
trouble with it. I have to warn you, it makes fairly gruesome reading! It
also points to another article which provides some VBA-based mechanisms for
cleaning up the mess.
