I think the problem being addressed is that we, all
too frequently, get reviews where the SME did nothing
but correct spelling and grammar, while neglecting
to read the document for technical correctness and
completeness.
This seems to be a natural human tendency. When my
daughter asks for substantive comments on a school
paper, I have to restrain my tendency to nit pick
(or at least defer it until after I tell her how
brilliant she is).
