Wizard for Creating Business Documents?

Recently, I created several templates for sales proposals and similar
documents. I have tried to make it as easy as possible for the end users to
put together the optional elements. I've used forms with drop-down lists in
Word for them to make some of the selections, but they always want more!
Does anyone know of a tool that works like InstallShield to build in
conditional elements of a document based on a combination of user
selections?
