But isn't that the point - whether curses and swear words are bad manners?

Bad manners are, in principle, actions that are not against any law but
still hurt others, like jumping the queue, lying, needlessly putting
somebody down, etc.

Four-letter words are not really, in my opinion, bad manners because they
hurt nobody*. At best, they could be classified as inappropriate.
Language that qualifies as bad manners could be, e.g., deliberately
saying something to hurt another person - even if this is couched in the
most formal and 'polite' phrases.

* At least, it is hard to understand how somebody would be hurt by
reading the full f-word, but not by reading "f***". (Unless of course he
or she happens to be one of the estimated two adult Americans who does
not know what "f***" stands for :-)
