The first thing I would want to know is which PROJECT is the most
important--what needs to get out to customers most quickly. You don't say
what kind of industry you're in--I assume it's software, but for whom? Who
is your audience? How familiar are they with the product or type of product?
How technical IS the product?

I would probably identify what is most needed by your customers. Start
creating documentation in the best format and medium based on what the
customers need, and then base your future template on that.

If you are creating the document numbering format, just give yourself lots
of wiggle room (for growth, for updates). If you can do whatever you want,
and need to do it quickly, just do something for now. You can always change
it later.

I would NOT spend too much time evaluating software or developing templates
or setting out timelines or worrying about file naming conventions (I call
my documents whatever I want to until they're released). I'd do something
that works and is successful, and then base your future development on that.
