1. Would I charge my regular billing rate?

Yes. It sounds like the company in question can afford to invest in their
business. I would charge full price. Always charge full price, as it allows
you to discount later. For instance, you document 20 hours of work
performed. As you review the bill, you recall that an error in judgment
caused a wasted night. You can adjust the bill down.

If you charge less than your normal rate, you will come to resent the
project when it gets tough.

If this were a situation where the "family" is starting a business, then I
would have a different approach.
