This depends on the site.
If I want to use the same non-frame-based navigation and/or layout across a
site (or part of a site), I will set up one or more templates for my site
and use them for the appropriate pages.
If I have a text string that needs to be updated periodically, and is used
on more than one page, then I set up a library item and use it where
appropriate. Generally, I just put copyright statements in my library.
