Whilst it's always best to think in centimetres or millimetres :-)
it should not assumed that A4 paper is designed with that in
mind, exactly - A4 is roughly 296mm by 210mm (for those
who don't realise, the idea of A4 is that if you fold it in half
you have A5 paper - and if you fold A3 in half you have A4,
and so on).
Having said that, if you're dealing with printers or graphic
designers in Europe (including the UK), they will usually dea
with mm for dimensions and points for font sizes.
