One word: Tables.

In my last contract I worked on a 200-page manual that averaged about
four graphics per page, or more if you count the "note" icons. It
would have been an ordeal with "float over text" graphics, but with
invisible tables, it was easily manageable. You get very familiar with
splitting and merging cells...
