< Is it reasonable to try to learn the software without having a copy of it
to play with?

IMO, trying to learn any software without having a copy of it is sort of
like trying to learn how to use a computer with only a few cardboxes to
mimick it...
Is your purpose just learning RH, in which case as Salette pointed, there's
an evaluation copy?
Otherwise, if you is also want to learn how to create help, you may begin
without such a tool, with MS help development kits. Many notions and
behaviours that could seem RH related are indiosyncracies of the help. RH is
only there to help, so its own learning curve is rather smooth regarded that
of learning how to create a help system from a technical point of view.
BTW, you didn't mention which flavor of the help you wish? Old winhelp,
which is supposed to be dying but is still largely used, od the new HTML
Help? They are rather different.
